In a session this weekend, the BBEG used Mystic Mist (Spells, p. 64) in its lair. This raised the question of what happens if a PC fails their fright check. The spell description says that they will be "very reluctant to enter." Is this just role-playing color? I required a Will roll to proceed. I could also see a quick contest between the casting roll and Will. How would you handle this?

That you will only enter of forced or if someone very important to you is in danger inside the mist and stuff like that.
Full Definition of reluctant : feeling or showing aversion, hesitation, or unwillingness //reluctant to get involved you roleplay it. |

exactly, you may make them roleplay it or even roll Will to enter, but mostly I see it as a roleplaying limitation.
With no real reason to enter they should not even try. As a defensive measure it discourage casual passers and people not involved in whatever is happening, and animals. |
