100% this. I think this is an area that DFRPG (and GURPS 4th ed. as a whole) struggles with. This is probably due to the preference to keep the rules organized and concise, over breaking them out based on complexity.
Simplified combat is another thing that I really wish that DFRPG had presented, with tactical options being presented as optional complexity.
