I've let someone take it at 18* in a supers-style campaign. I didn't see any issues with it. I also generally allow talents to go pretty high, so I used the rule for how p7 adds it based on how much you have (max +2). Looking back on things, I wonder if that was too low (+9 would probably have been too high, though). This also nicely let Resurrection actually be an alternate ability.
For regular campaigns, I'm not actually sure what a good limit would be. Honestly, something like "no more than half your point total" is a better limit than a specific number for me, if only for the player's sake.
