GCS - Targeted Attack

I just started using GCS and I'm loving it. But I can't seem to find Targeted Attack anywhere on it, am I missing it? Sorry if this has been asked before. Might just be me, I'm getting reading glasses next week :>.

For guns, you can find them in the Tactical Shooting skills library.

What is GCS? I thought I knew all the book abbreviations.

It isn't a book. It's a character generator and editor program, found here.
