Default Munchkin Harry Potter - Monster Book of Monsters Card

I recently received the Harry Potter Munchkin Deluxe game and it's my first time playing a Munchkin game. The "Monster Book of Monsters" card states:

[Please don't quote card text.]

I thought when you are "Up to No Good" you already had the choice to either "Look for Trouble" by playing a monster card from your hand or "Loot the Room" by drawing the top card of the Door deck and placing it in your hand. If so, then is the only purpose of this card to force you to fight the monster you looted instead of saving it?

Wouldn't you normally have a choice to battle the monster looted since you're able to play a card as soon as you receive it?
