Gate-Lock vs Flickering Gate

If you use a Gate-Lock on a flickering Gate does it freeze at the current state until you can gather enough wizards over the next few weeks to stabilize it?

Or you design to taste. Gates are one of those things that the GM might be advised to think about in advance since how they work may have campaign implications.
