GUAL on someone else

Hello Munchkineers,

I have just been reading through some of the really old Munchkin 101 threads and one of them raised a thought. If someone is level 3 and comes across a monster they cannot beat but will not follow a Munchkin below lvl 4 and decides to run away and not be followed. Is it possible to play a GUAL card on them so they are no longer below lvl 4 and the monster would follow them?
