I can think of two ways to do it.
Innate Attack with a limitation only on organic residue and microorganisims. I think -80% is fair and you only need 1 die of it I think. Create with Destroy and a +50% Cosmic to affect complex things. Something similar was done in Pyramid to create plants. The latter is more expensive and arguably less RAW but I feel more elegant.

Toxic Attack 1pt (Accessibility: Microorganisms and inanimate organic objects only -60%; Area Effect +50%) [1] |
