Does Brawling include Knife?

If you have the Brawling talent but not Knife can you wield but not throw daggers?

I don't see any anything in the talent descriptions that would support that.

I don't think so, but I let everyone use daggers in HTH without penalty, because:

We used to be confident that Knife let you throw daggers and fight with them at 1-hex range without a penalty, but that no skill was needed to use a dagger in HTH. I don't see that explained anywhere in the new edition rules though.

Unskilled knife HTH fighting is +4 DX for HTH but at 4 die rolls to hit (and draw the dagger?) so it more or less cancels out.
