Receiving cards

Hello!

Last night my friends and i were playing Munchkin Apocalypse. I know that during a combat the munchkin side can't play items but there was this munchkin on a combat and he managed to open a seal that allows him to draw a treausure. Since he receive a card he was allowed to play it inmediatly (as a rule says so) and win the combat.

Is my friend a truly munchkin or just another cheater.
