I am not planning, now, on introducing any authoritarian enemies for a group of player characters. I will probably keep to using monsters as the main antagonists, for as long as I can.

I'm a very simple minded person.

The advantage of authoritarian enemies is that it shapes PC's pose.

Who'd take away an old man's walking stick vs. a silver sword, etc.

If I had a notch in my crossbow for every corrupt fee-demanding NPC I've encountered... ;-)

This has been a stable of our TFT game world since we were about 12 years old...

I immediately thought of Darklands, too. Great game (I still play occasionally, thanks to Dosbox.) :)
