As an old rule (and ~1980 SJ erratum) or a house rule, yeah learning talents is 3 months per point and doesn't involve XP.
As a new-edition rule, I think it's a very welcome mention of a principle I would add, which is that yes you need appropriate learning conditions and time (as well as XP, in the RAW new rules) to learn many talents (and especially ones like Detect Traps that in the game world represent skills only taught by certain people) - the "assume you were studying it" being subject to GM approval. |

Yah, my interpretation is that the time is required in addition to the XP cost. I think there's also a limit on concurrency of study (how many you can be training for at once), and if there isn't I would house-rule it three at most, or five if they are spell upgrades.
