Missing Spell Prerequisites Lowering Skill

I remember seeing somewhere an option where a spell may be learned without all of the prerequisite spells but each missing prerequisite lowers the skill rating of the chosen spell.

I was wondering how hard this would be to implement, or if anyone had done so already.

I don't think it's possible for GCA to automate this. Right off the bat, there's no way to count the number of missing prereqs.
