Is size modifier relative or not. To clarify my question, please answer the questions in the following scenarios:
Scenario 1 Goblin (SM -1) vs Minotaur (SM+1) in melee combat. When the goblin tries to hit the minotaur does he have a +2 to skill or a +1? Is the Minotaur -1 or -2 to hit the goblin? If they decide to shoot cross bows at one one another is there any change in the penalty to hit based on SM (we will assume they are 2 yards apart and there is no lighting penalties)? Scenario 2 Two pixies (SM-6) are fighting one another in melee combat. Are they -6 to hit each other or are they at -0 for being the same scale? When they decide to use bows against each other are they -6 to hit each other or -0 (assuming 2 yards apart, or does this change as well? Maybe pixies get penalties based on feet apart?) I'm just confused as to whether or not SM is is a relative thing or not. Do creatures of the same SM get penalties and bonuses for their SM and does this change when you move from melee to ranged combat?

Relative SM as a TH mod in melee is not the rules-as-written method in DFRPG and GURPS. RAW says to just use the target's absolute SM.
The GURPS 4e FAQ does offer the use of relative SM as an option. It would work the same under DFRPG as well. Which should you use? Whichever you like, of course – but I'll unequivocally call relative SM the "correct" choice. By which I mean this: With absolute SM, melee combat among non-human sizes yields all sorts of weird, even "broken", results. With relative SM, melee combat among non-human sizes works perfectly fine, whether you're talking Giant-vs-Giant, Pixie-vs-Pixie, Pixie-vs-Giant-vs-human, anything. Having it be the difference has been presented as variant rules in various places, such as Combat Writ Large, but it's not the way the rules are written in either Basic or DFRPG.
