Munchkin Apocalyspe Judge Dredd The Judge's Scowl

Hi guys,

It seems to me that even though the Judge's Scowl is not an item (it doesn't have Value) and actually wouldn't make sense fot it to be an item (being a scowl I mean) it should be played - placed on the table and give a combat bonus. Consequently it cannot be traded or stolen. Does this feel right to you?

Yes, that's the intent. There are similar cards in other sets that work the same way, such as Really Impressive Title in base Munchkin.
