Can the curse Weapon Becomes Evil be applied to the card Cult Memberhip Card if the player has only this card in play, and if are there any cultist in the game?

Sure, but then the player would just not use it for the Cultist combat bonus (now penalty). Its owner can cherry-pick when to be treated as a Cultist and when not, even choosing to be a Cultist for one effect and not a Cultist for another effect simultaneously.
