Can cheat cards be used on "usable once only" items to make them permanent (loaded dice, wishing ring, +5 to either side)?

Specific example: cheat on loaded dice, thief class, always steal an item by discarding a card and never lose a level.

Nope. Cheat! doesn't change the fundamental nature of an item, it just lets you use one that you couldn't use otherwise.
