Dark Race Enhancer and what constitutes a "win."

I am sure this has been covered in a dozen other posts, but I can't find an answer in black and white, and it's causing some dissension in our group.

A Dark player gains a level if s/he helps the monsters and "the monsters win." What does it mean for the monsters to "win?"

Some in my group believe that if the Munchkins are forced to run away, then the monsters have won and the Dark player gets a level.

Others believe the bad stuff must be inflicted, so if the Munchkins succeed in running away, or sacrifice a hireling or a steed, then the monsters did not in fact "win," and the Dark player does not get a level.

So who is correct? Thanks in advance.
