The Last Laugh vs Mine Goes to 11

Is a game OVER immediately when a player at level 9 with "The Last Laugh" fails a runaway roll from a monster and dies, (immediately going up a level to WIN the game)? Or, can another player THEN play a "Mine Goes to 11" card to extend the game to level 11? (leaving the first player dead and at level 10)

How is this similar (or different) to using a loaded/reloaded die to change a die roll AFTER the die is cast?
