Paranoid, munchkin apoaclypse

Hi everyone,

Paranoid card has permanent effect until it's discarded, right ?

It said: "may be discarded at any time a Seal is closed" so let's say I play paranoid on other player, then somehow a seal is closed, which means that player can choose whether to discard "paranoid" or is it me the one who play the card to do so ?

The munchkin who is Paranoid decides whether or not to discard it, regardless of who actually played the card.
