Why is Control (Natural Phenomena) so expensive?
I can totally see the +100% modifier for Natural Phenomena, but the fact that your levels are effectively divided by three seems pretty over-the-top. I was trying to give a character control over currents. That's occasional, so with the natural phenomena modifier doubles the cost to 30 points per level. Unless I'm misunderstanding, you need 3 levels for each +/-1, so that's 90 points per +/-1 to rolls where control over currents could help/hinder. I do realize this is a pretty versatile ability, but that seems pretty over-the-top to me, especially since if I didn't take Natural Phenomena, it would be 15 points per +/-1. Am I missing something or is it actually this overpriced?
