Feet Worse than Death on a Centaur

How should this be applied? In last night's game, there were three distinct opinions.

a. The Centaur cannot wear (other) Footgear, just like anyone else,
b. The Centaur cannot wear (other) Footgear on one set of feet (hooves), but can on the other, and
c. The Centaur has Feet (Hooves) Worse than Death on all four feet (hooves), and should be +4 (not merely +2).

Which (if any) are correct?
