I'm thinking of having the tone (rather than plot) in a game of some sources like the adventures of Rick and Morty, Simpson etc
I can't think of much published for GURPS that gives any guidelines. There are some slap stick rules in MA and likely Discworld 2E will have some notes. Anything else? |

GURPS Supers discusses silly campaigns and rules for them, though mostly for silly supers.

Not standalone guidelines as such, but Casey and Andy(http://www.sjgames.com/gurps/books/caseyandandy/) has notes on such.. imagine that as it is based on a web comic..

Then I'll back weby's mention of Casey and Andy. The comic it's drawn from was full of 'cartoon-style' antics without devolving into slapstick.

I've run several silly GURPS campaigns and several campaigns with silly moments.
Rules light and remembering the rule of cool are very important. The more you get lost in the rules the less both the players and you will be able to focus on being silly. You might also look at GURPS IOU for suggestions for a silly game.

Seconding the recommendation of GURPS IOU.
One thing that I don't recall seeing in any GURPS book is the advice that everybody has to be willing to play the same sort of comedy. If half the players channel Steven Wright and the other half channel Groucho Marx, nobody's going to be happy ... especially if the GM wanted to channel John Cleese. Get your buy-in before the game starts.
