How can you remove this item from someone else?
And does it count as a small item?

It's a tough item to take away, but it can be lost to theft or to death. And I'm pretty sure there are monsters whose Bad Stuff makes you lose your headgear. (Can't think of any at the moment though.)
Since it's not marked Big, I believe it is a small item

It has a Gold Piece value, it's marked Headgear, and it's not marked Big, so it's an Item and it's Small.
