Power Blow is about turning chi into damage, not exploiting long lever arms and gradual energy investments to do bigger damage. It would be a candidate if it went above triple damage, 1 FP, and 32 seconds, and didn't require a cinematic advantage.

This seems wrong given how GURPS handles lifting. BL isn't how much you can lift over an unspecified timescale, it's how much you can lift one-handed in one second. I guess if you buy +1 Lifting ST, we can assume maybe you're a bit slower than someone with both equivalent Lifting ST and Striking ST to match. But I don't see how a creature with BL 200 in GURPS terms isn't going to have approximately x10 the power (in the physics sense of energy per second) of a BL 20 human.
