How's this for justification:
Unless you want your barracks troops to get soft, you have to send them out on training exercises. The cost of moving them around would (by an amazing coincidence) be roughly the same as the cost of supplying them when they deployed for actual combat activities. This of course assumes you have a standing army that needs barracks and training exercises.
