Default Ambidexterity and Extra Arms -- How Do They Interact?

Normally you have one fully dexterous hand and one "off hand", and
Ambidexterity [5] lets you get rid of the "off-hand" penalties -- the current
Ambidexterity advantage works like this, and it is supposed to apply to
entities that have two and only two arms (e.g., normal humans).

Now, if one who has more than two arms buys Ambidexterity, how does it
work for him? For example, if Mr. Fivehanded has three Extra Arms [30] (for
five arms in total) and Ambidexterity [5], what happens to him? Possibilities
that I've come up with:
  1. Every character has one base "handed" arm, and all the other arms
    are "off hands" by default. And Ambidexterity works on a per-arm
    basis: one Ambidexterity converts one of his "off" arm into a "handed"
    one.
    Thus, Mr. Fivehanded has two "handed" arms and three "off" ones.
    (If he wish to turn his all arms into "handed", he would require
    multiple Ambidexterities.)
  2. Every character has one base "handed" arm, and all the other arms
    are "off hands" by default. And Ambidexterity works on an all-or-nothing
    basis: just one Ambidexterity converts all his "off" arms into "handed".
    Thus, Mr. Fivehanded has five "handed" arms.
  3. Somehow else?
