Can I play the annihilation card at any time on any player?Can I use it on a monster to remove it from the game and not fight?

You can play it at any time on any card (you really don't target a player with it, as you would a Curse). Yes, you could play it on a Monster, but since the card doesn't say anything about getting Treasure in such a situation, the player in combat doesn't get any.
