Requires Attribute Roll - How often do you need to roll?

I'm trying to figure out how often you need to roll if an ability has Requires Attribute Roll. Just to activate it or once per minute? Many abilities in psionic powers seems to be once per minute.

For attacks and the like it's once every time you use it, for passive abilities or those that could normally stay on indefinitely it's once per minute.
