[Basic, Magic, Psionics, High Tech?] Team Thinking

Reading through Toxic Memes and found the amusing Kabal soft - wondered what psi/mage ability allowed it.

In essence, members of the team get Intuition @ IQ-2 for [5]: anyone linked by neural interface or magic or psionics, within range of 10-20 other members, can use this software/ ability to ask the others in the link a question which they all then process subconsciously... Should've been called the Forum:/

I'd like it available for Magic/Psionic users but just can't find which Psionic abilities or Magic spells would allow sub-vocalised communication. And yes I'm too lazy to keep researching it0:)

Could it be done with High Tech? Forum: roll the dice and you will get an answer, eventually; factor time spent based on Margin of Success; baseline time 24 hour; failed rolls take longer, successful rolls take less time; critical failures trigger never-ending debates.

IQ-2: surely the average character has a better chance of a good decision using a coin?
