[Psionic Powers] Gestalts Only limitation?

I'm unable to find one, but it would fit some characters and templates. Basically, an Accessibility limitation: the power only works if the users are together in a Gestalt.

I'm wondering how big a limitation this should be, and whether it would vary by power, or by general frequency of psis in the setting (Psionic Campaigns, pp15-16), or both (and if it does vary, by how much).

For example, the vampires of Clockpunk Eastern Europe in my Five Earths setting (I start discussing them with Dargaron here) have a limited ability to control the weather, but with few exceptions, can only do this in groups, hence the need for this limitation.

Thoughts?
