It get +3 "if you don't have Headgear". Is it mean "don't have" or "don't use"?
(with You'd Lose Your Head if It Weren't Screwed On from Zombies it can be matter)
and same question about Bad Stuff and Armor.

It means you aren't using any Headgear at that moment.
