Does the weight value apply when adding to an existing sealed suit?

And how about:

Programmable Camouflage (TL9)
... This can be added to any outfit that covers most of the wearer: $1,000, 2 lbs. (adjust for SM). LC4.

Do you pay the weight cost when adding these to existing outfits? Or is the weight listed assuming you are employing the technology on a standard outfit and the weight doesn't apply when adding it to armor?
