Curse! Income Tax

Hi-ho!

Scenario:
Player A draws "Curse! Income Tax" when kicking down the door.
Player B plays a card to dismiss the curse and not have to discard an item.
Player C claims since the curse was dismissed by Player B they don't have to discard either.

Does playing a card to dismiss a community curse when you weren't the one drawing the curse affect just the person playing it or everyone?
