Default Threshold-Limited Magic and Impulse Buys

I'm working on a setting which will use both Threshold-Limited Magic (with thresholds, and recovery rates, that vary depending on where you are) and Impulse Buys. This raises the question of how they should interact.

I was thinking of allowing expenditure of a character point to get you a day's worth of Tally recovery instantaneously. Does that seems reasonable? Overpowered?

Looking at Rapid Magical Recovery and the Character Point Powered Abilities section of Power-Ups 5 suggests that doubling your recovery rate permanently is worth 20 points, so ought to be 4 points as a one-off. But that seems a bit too expensive.

(The main reason I want this at all is that so that a mage travelling from a high-magic area to a low-magic one doesn't explode as he steps across the border. "We have to wait a few more days" isn't conducive to high-action role-playing.)
