Orc and Munchkinomicon

If someone plays a curse on an orc, and that orc chooses to lose a level instead does the player who played the curse get the munchkinomicon? Or is this not a successful curse?

The rules say that the Curse must "actually affect" another player. If the Orc loses a level to ignore the effects of a Curse, then the Curse has not affected him.
