Will Not Pursue?

Lots of card say that they wont pursue munchkins at certain levels, does that mean that you have a chance to fight it but if you can't beat it you escape automatically or does it mean that you never have the chance to fight it?

For example, if during you kick down the door phase you draw The Evil Eye level 16. The Evil Eye says "Will not pursue anyone Level 3 or bellow. You're Level 3 but your combat strength 17. Do you have the chance to beat The Evil Eye?

Also if a monster doesn't pursue you can you still look for trouble/loot the room?
