Friendly fire to counter laughing gas

In short, is it possible? i think it is not, as the card affects both sides, and there's no way to make it count for "the other side".
how to interpret the rules?

Yeah, Laughing Gas isn't really targeting either side, so Friendly Fire would not be playable.
