The Spell "Unnatural Compulsion" states that the player must "use" the one-shots he/she takes immediately.
So obviously a player could immediately use say the Big Red Button (which is a +5 one-shot) to help or hurt in a combat, or maybe immediately Polymorph a monster, but could the player "use" those one-shots by selling them for a level? Is selling "using"? |

No. Using and selling are completely different actions.

You cannot sell Items when it is not your turn and you cannot sell Items during combat, so there's no way anyone involved could be selling Items in this case.

True, but the player used the Spell on her turn while not in combat.
The Spell says to use it at "any time." |

Ah, misunderstood. The player cannot choose one-shots that cannot be used, and selling is not using.
