Can one-shot items be carried, like equipment that you can't use?

Yes, they can. You may play them to the table and "carry" them until you choose to use them, or you may play them straight from your hand, as long as they are Items (meaning they have a Gold Piece value, including "No Value").

Some one-shot cards aren't Items, and therefore must be played from your hand.
