Okay, I thought Perks would be a little much, but I'm going to start playing with +0% for a single quirk.

I think the most abuse I could think of would be some sort of quirk-level delusion, but I can't even think of what that would be, and it still only saves me a point.

Cannot Float on somebody who is swimming.

Outspoken Advocate of something that's totally unacceptable (Communism in the US in the 1950s, Homosexuality in 15th century Europe, Atheism in modern Iran...).

Bear in mind that people can just not act on their mental quirks if they would have deadly consequences. That's what makes them quirks. Cannot Float would be deadly though.

Cannot Float is probably the deadliest, but at this point we're just talking what quirks are good as afflictions. (Not to stop anyone from doing that, I'm enjoying it)

The second one sounds more like a OPH than anything. And/or secret.
