Okay, I thought Perks would be a little much, but I'm going to start playing with +0% for a single quirk.
I think the most abuse I could think of would be some sort of quirk-level delusion, but I can't even think of what that would be, and it still only saves me a point. |

Bear in mind that people can just not act on their mental quirks if they would have deadly consequences. That's what makes them quirks. Cannot Float would be deadly though.
