Is This Allowed?

Recently while playing a game, we reached a small issue. As a ranger, I was able to make the Plutonium Dragon my steed. I also had the "Snap on Wings" steed enhancer that I wished to add. However, snap on wings cannot be added other actual steeds that already have wings or can already fly (says on the cards). Since the picture of the Plutonium Dragon has wings, could I have added snap on wings to it?
