Default [Powers] Variable recharge rate on Energy Reserve (Magical)

For Infinite Cabal campaign, it seems plausible to allow Middle Circle Cabalists to buy Energy Reserve (Magical). They can also buy Magery levels above 3, equal to their Cabal Rank.

It seems plausible, given that mana levels vary widely in the setting, to have the recharge rate for the ER depend on mana level, in a similar way to powerstone recharge. The basic rate is 1 point per 10 minutes, so if we have that as the rate for normal mana, we get something like this:

Local Mana ER Recharge Rate
None None
Low 1 point/hour
Normal 1 point/10 minutes
High 1 point/5 minutes
Very High 1 point/2 minutes
