So... the Neanderthal knockoffs in yet another campaign I'm planning for can't learn languages to better than Accented. This is a Taboo trait and would normally be worth 0 points... but they get -1 to all skills involving language. That's a fair amount of skills. Should it be worth something?
I looked at Anti-Talents and they're not exactly what I want. A person with an Anti-Talent can't learn the skills at all - these guys can learn, although I'd probably cap them at IQ. And a person with an Anti-Talent gets a reaction penalty - these guys have reaction penalties, but not because of that. So should it be worth anything? And how much?

Similar drawbacks seem to be mentioned as Features in some of the published races. For example, Dungeon Fantasy Reptilians cannot learn non-Reptilian languages about accented level.
Maybe a quirk (-1) would be appropriate if you want it to be worth something. |

Since when do anti-talents prevent learning the skills rather than just making the levels of them worse (both trained and untrained)? I though they were supposed to work exactly like Talents, but with the positives changed to negatives...

I suspect it won't break anything to change it for your specific case. You save less points on an Anti-Talent than you waste on skills trying to compensate for it.

To take some other examples, Innumerate is worth -5 points and Dyslexia is worth -10 points.

Its' a taboo trait, so ... 'No' and '[0]', respectively. They'd get Native Language (Spoken; Accented) [-1] and simply be unable to purchase better than accented levels of any other language. If they can't be literate above the corresponding level either, then they get Native Language (Accented) [-2] while the rest remains the same.
