Default [Powers] "Create (Magic)" Category Breadth?

The textbox in Pyramid 3/20 on pg 7 establishes that (if the GM allows) Control Psi is a valid construction. Likewise with Control Psi Power and Control Psi Ability. As such, it stands to reason that Control Magic, Control Magic Power and Control Magic Ability should likewise be valid constructions.

This part is easy.

The slightly harder part: I have a player who wants to be able to Create the magical energy that his Control is manipulating. And I'm not quite sure how to define the breadth of this ability. Control _PowerSource is "Common". Create _PowerSource is ... "Large"?

(The power modifier on his Control is Cosmic, not Magic, in case you find it relevant, though the power modifier shouldn't especially matter when determining the category breadth for a Create.)
