They were planning a series about the end of the Federation back in 2002. The plan was to have it run against Enterprise to see which one they'd continue. Apparently Enterprise was so poorly received by all but the most diehard of Trekkies they gave up on it. I'll be really surprised to see a new Trek movie or series in the next decade.

One source of the damage for phasers may be GURPS canon, if they designed them using the system in Vehicles 2e, that may account for the low damages. GURPS' default assumptions for Ultra-Tech energy densities while unrealistically optimistic are still less absurd than Trek. Or perhaps they merely used the stats for the Phaser-like Electron Pistiol in GURPS Ultra Tech.
