Spoiled Rations was played, which forces all players with a steed to roll a die and the lowest roller loses their steed. Big Joe designates that his owner can decide whether he is a steed or hireling, and change his or her mind at any time. Can the owner of Big Joe roll, and then decide after rolling that Big Joe is, in fact, a hireling to prevent losing an item equip to him (steed only press-on wings)?

Big Joe stays whatever he was when the Curse was played. If that means he's a Steed, too bad.

I think you misunderstand Andrew. He just ruled that you can't change Big Joe's type as a reaction to a played curse. Once Curse! Rations Spoiled is played, you must use Big Joe's current status to determine if you roll or not, it's too late to change his status.
