Wishing Ring (etc.)

If a player puts a Wishing Ring type of card down as "carried" on the table. Can they then play that at anytime?

Yes. "Usable Once Only" cards, or "one-shots" may be carried and played from the table. The disadvantage is everyone knows you have them.

Just a clarification, to be extra clear. "Usable Once Only" ITEMS can be carried and played from the table. Any non-items that are usable once only must still be played from your hand.
