I also have 2 questions regarding specific cards from the Clerical Errors expansion.

Can a Halfling eat the pie after it's thrown at him or the monster he's fighting? Or can a Halfling use this card as a GUAL card if he has it in his hand or on his belt? Or are both options viable?

The Halfling option is only usable by a Halfling who owns the Tasty Pie. It can't be used by a Halfling who has had the card used for him or against him in combat by some other player. I'll also note that Munchkin does not use the term "belt," and we request that people not inject non-game terms into discussions like this. All Items in play are carried, some of those carried Items are used, according to the rules, and those are the terms we want people to use.
