Gaining Levels

Is it legal to play Steal a Level if you're at level 9? Will it effectively function as a Lose 1 Level card or is it not playable at all because the level must be gained and can't simply not count?

Also, is it possible to sell items for a level while at level 9, say for the purpose of getting rid of those items?

Neither works. If you can't legally reap the benefit, you can't perform the action.
